General Responsibilities Summary
Assists with parks maintenance by performing the following manual
labor and semi-skilled duties.
Essential Functions
Include the following. The list of essential functions is not
exhaustive and may be supplemented as necessary. Other duties may
be assigned. Regular and predictable attendance and punctuality are
essential functions of this position.
Maintains park facilities: assists with repair of parks buildings
and facilities; assists with plumbing repair and/or replacement of
fixtures such as water heaters, lavatories, sinks, showers, and
faucets; changes light bulbs; assists with maintenance of swimming
pools, and weight rooms; assists with painting park buildings,
playground equipment, picnic facilities, and pools; cleans
restrooms in park system.
Maintains park grounds: assists with and provides manual and
semi-skilled labor for grounds maintenance, landscaping, and mowing
operations: mows grass, trims and prunes bushes and trees, uses
weedeater and other similar equipment; maintains and prepares
athletic fields; general grounds maintenance; picks up litter on
park grounds; assists on park garbage truck as needed.
Assists with construction: assists in the construction of
sidewalks, walls and other stone, brick, block, or concrete
structures; performs rough carpentry tasks.
Maintains storm and sewer systems: assists with digging,
installing, cleaning, and maintaining storm and sewer systems in
the park system.
Minimum Qualifications
To perform this job successfully, an individual must be able to
perform each essential duty satisfactorily. The requirements listed
below are representative of the knowledge, skills, and abilities

Less than a high school education, a good work record, and at least
6 months experience performing heavy manual labor outdoors on a
daily basis.
A Class D driver's license and good driving record are required and
must be maintained throughout employment.

The complexity, guidelines, supervisory controls, and supervision
responsibilities described below are representative of this
position.
SUPERVISORY CONTROLS:
The work is closely controlled, either by a supervisor or by the
structured nature of the work. For both one-of a kind and
repetitive tasks the supervisor makes specific assignments that are
accompanied by clear, detailed, and specific instructions. The
worker consults with the supervisor as needed on all matters not
specifically covered in the original instructions or guidelines.
The supervisor reviews most work.
SUPERVISORY RESPONSIBILITY:
Provides some task supervision to Intermittent Laborers. All
supervisors are responsible for the safety and welfare of
subordinates and must be familiar with EEO fair employment laws and

harassment or discrimination, ADEA, ADA, FMLA) and for ensuring
that fair and non-discriminatory employment practices are followed
within his/her area of responsibility.
COMPLEXITY
The work consists of tasks that are clear-cut and directly related;
there is little or no choice to be made in deciding what needs to
be done; actions to be taken or responses to be made are readily
discernible; the work is quickly mastered.
GUIDELINES
Specific, detailed guidelines covering all important aspects of the
assignment are provided; authorization is needed for
deviations.
The benefits below are for authorized full-time, non-uniformed
employees. (Uniformed employees are sworn Police and Fire
Department personnel.)
Holidays - Twelve (12) paid holidays per year.
Insurance - 100% premium payment for employee health insurance, 75%
paid health insurance coverage for dependents; paid life
insurance.
Worker's Compensation - Coverage is provided for each employee for
medical bills and work time lost due to on-the-job injuries.
Longevity Pay - After completing a full year of employment with the
City of North Little Rock, an employee is granted longevity pay at
the rate of $5.25 per month times the number of years employed.
Vacation - Accrual begins with date of hire with eligibility to use
accrued vacation leave after six months of service. Vacation may be
accumulated to a maximum of 30 days. Vacation is calculated:

Sick Leave - All full-time, regular, non-uniformed employees earn
twenty (20) sick leave days annually with unlimited
accumulation.
Discretionary Leave - Employees with two or more years of
continuous service on January 1 of each year are granted 16-48
hours discretionary leave during that year, depending on length of
service.
Retirement Plan - Mandatory and contributory, begins
immediately.
